Job description

The HSE Officer is responsible for implementing and managing the health, safety, and environmental programs within a running plant in Saudi Arabia. This role focuses on ensuring compliance with the Hay Group Standard and relevant regulations, minimizing risks, promoting a safety culture, and mitigating environmental impact. The HSE Officer reports to the HSE Manager and collaborates closely with various departments and stakeholders.

Key Responsibilities:

1. HSE Program Development and Implementation:

- Develop and implement comprehensive HSE programs in accordance with the Hay Group Standard, industry best practices, and applicable regulations.

- Conduct risk assessments and audits to identify potential hazards, assess compliance, and recommend appropriate control measures.

- Establish and monitor key performance indicators (KPIs) to measure the effectiveness of HSE programs and initiatives.

2. Safety Compliance and Policies:

- Ensure compliance with relevant local and international safety regulations, industry standards, and company policies.

- Develop and update safety policies, procedures, and guidelines to enhance safety awareness and promote a culture of safety.

- Conduct regular inspections and audits to identify safety deficiencies and recommend corrective actions.

3. Incident Prevention and Investigation:

- Implement proactive measures to prevent incidents, accidents, and occupational hazards.

- Investigate incidents, accidents, near misses, and occupational illnesses to determine root causes and recommend preventive measures.

- Prepare comprehensive incident reports, including findings, recommendations, and corrective actions.

4. Training and Awareness:

- Develop and deliver HSE training programs for employees and contractors to enhance safety awareness, knowledge, and skills.

- Conduct safety induction programs for new employees and contractors, emphasizing safe work practices and emergency procedures.

- Organize and participate in safety drills, exercises, and emergency response simulations.

5. Environmental Management:

- Ensure compliance with environmental regulations and permits applicable to the chemical industry.

- Develop and implement environmental management programs to minimize the company's impact on the environment.

- Monitor and report on environmental performance indicators, such as energy consumption, waste generation, and emissions.

6. Emergency Preparedness and Response:

- Develop and maintain emergency response plans, including evacuation procedures, fire safety protocols, and spill response strategies.

- Conduct drills and exercises to test emergency preparedness and response capabilities.

- Coordinate with internal departments, external agencies, and stakeholders during emergencies and provide necessary support and guidance.

7. HSE Communication and Collaboration:

- Foster effective communication and collaboration with employees, contractors, and stakeholders to promote a proactive approach to HSE.

- Act as a liaison with regulatory agencies, industry associations, and external auditors for HSE matters.

- Participate in HSE committees, meetings, and forums to exchange knowledge, share best practices, and stay updated on industry trends.
