The Procurement Engineer is responsible for the strategic procurement of mechanical, electrical, and instrumentation (MEI) materials and oil & gas-specific equipment and components. This role ensures the timely sourcing, negotiation, and acquisition of quality materials and services at the best value to support project and operational requirements. The ideal candidate will possess strong technical understanding of MEI materials and the oil & gas supply chain.

Key Responsibilities:
• Procurement Strategy:
o Develop and implement sourcing strategies for MEI and oil & gas-related materials.
o Analyze market trends, pricing, and supplier performance to optimize cost and quality.
• Vendor Management:
o Identify, evaluate, and manage suppliers and manufacturers.
o Maintain strong supplier relationships to ensure reliability and quality.
o Conduct supplier audits and performance reviews.
• Purchasing Operations:
o Manage the full procurement cycle – RFQs, bid evaluations, PO issuance, and delivery tracking.
o Ensure materials meet technical specifications, industry standards, and project requirements.
o Maintain proper documentation and ensure compliance with internal and external regulations.
• Collaboration:
o Coordinate with engineering, construction, and maintenance teams to understand material needs.
o Work with warehouse and logistics to ensure timely delivery and inventory control.
o Liaise with project managers to align procurement with project timelines and budgets.
• Compliance & Reporting:
o Ensure adherence to company policies, procurement ethics, and industry standards.
o Prepare and present regular procurement reports and savings analyses.

Key Materials Covered:
• Mechanical: Pipes, valves, pumps, compressors, heat exchangers, gaskets, flanges.
• Electrical: Cables, transformers, switchgear, motors, lighting systems, control panels.
• Instrumentation: Sensors, transmitters, analyzers, control systems, gauges, calibration devices.
• Oil & Gas Specific: OCTG, drilling equipment, pressure vessels, flow meters, explosion-proof components.

Qualifications:
• Bachelor’s Degree in Engineering, Supply Chain, or related field.
• Minimum of 7 years of procurement experience in MEI and oil & gas industries.
• Strong technical understanding of mechanical, electrical, and instrumentation equipment.
• Excellent negotiation, communication, and vendor management skills.
• Proficiency in ERP systems (e.g., SAP, Oracle, Maximo).
• Knowledge of international sourcing, Incoterms, and logistics.
• Certification such as CIPS, CPM, or PMP is a plus.

Excellent negotiation, organizational, and communication skills.
Previous Aramco or KSA vendor approval is an added advantage.
Experience with mega-project procurement logistics is a strong plus.
