Job Summary

We are looking for an experienced Estimation Engineer with a strong background in Electrical and Instrumentation (E&I) for Oil & Gas projects. The ideal candidate will have 5 to 7 years of proven experience in preparing accurate and competitive cost estimates for tenders, projects, and change orders. You will be responsible for analyzing project specifications, conducting technical evaluations, and generating comprehensive cost estimates to ensure our bids are both competitive and profitable.

Key Responsibilities

• Tender Analysis: Carefully review and analyze client tender documents, including Invitations to Tender (ITT), specifications, datasheets, P&IDs, loop diagrams, and layout drawings to understand the full project scope.

• Cost Estimation: Prepare detailed and accurate cost estimates for all E&I components, including:

o Electrical: Power distribution systems (MV/LV Switchgear, Transformers, MCCs), cabling (power, control, instrumentation), lighting, earthing, and cathodic protection.

o Instrumentation: Field instruments (pressure, temperature, flow, level transmitters), control valves, analyzers, fire & gas systems, DCS/PLC systems, and instrument cabling/tubing.

• Quantity Take-Off (QTO): Perform detailed material take-offs from drawings and specifications to determine required quantities of cables, trays, instruments, junction boxes, and other materials.

• Vendor & Subcontractor Liaison: Solicit and evaluate quotations from vendors and subcontractors for equipment, materials, and services. Perform technical and commercial bid analysis to select the most suitable options.

• Manhour Estimation: Estimate construction manhours, labor rates, and installation costs based on project location, complexity, and historical data.

• Proposal Development: Collaborate with the proposal team to compile all cost elements (direct costs, indirect costs, overheads, risk, profit margin) into a final, professionally formatted proposal document.

• Risk Analysis: Identify potential risks and uncertainties in the project scope and quantify their potential cost impact.

• Database Management: Maintain and update the cost database with current material prices, labor rates, and equipment costs to ensure the accuracy of future estimates.

• Client Clarification: Participate in pre-bid meetings and prepare clarifications and assumptions to be submitted with the proposal.

Qualifications & Experience

• Education: Bachelor’s degree in Electrical Engineering, Instrumentation Engineering, or a related field.

• Experience: 5 to 7 years of direct experience in cost estimation for E&I disciplines within the Oil & Gas sector (e.g., upstream, midstream, downstream, petrochemicals).

• Technical Skills:

o Proficiency in estimation software (e.g., Candy, CESMM, or similar) and advanced skills in MS Office (especially Excel).

o In-depth knowledge of international standards and codes (e.g., IEC, ISA, IEEE, API, NEC/IPC).

o Strong ability to read and interpret engineering drawings (P&IDs, SLDs, Loop Diagrams, Layouts).

• Soft Skills:

o Exceptional analytical and numerical skills with a high attention to detail.
