Location: Saudi Arabia?Jeddah

Employment Type: Full-time

Nationality: Non-restricted nationalities only (excluding Syria, Yemen, Iran, Lebanon, Afghanistan, Iraq, etc.)

I. Basic Requirements

1. Nationality & Visa Status

Must be a legal expatriate resident in Saudi Arabia with a valid Iqama (copy required).

Must hold a work visa approved by the Ministry of Human Resources, or be eligible for company-sponsored visa processing.

Must have a valid Saudi driving license with minimum 3 years of driving experience.

2. Age & Health

Age between 25–45 years old.

Must provide a pre-employment medical report issued by a Saudi-designated hospital.

II. Education & Professional Background

1. Academic Qualifications

Bachelor’s degree or above (can be flexible based on experience).

Preferred majors: Supply Chain Management, Logistics, International Trade, Mechanical Engineering, Civil Engineering, or related fields.

2. Work Experience

Minimum 3+ years of procurement experience in engineering-related sectors (construction, infrastructure, energy).

Familiar with procurement of construction materials and heavy equipment (steel, aggregates, cement, pipes, consumables, etc.).

Core Requirement:

Proven experience in Saudi or Middle East material approval procedures, including SASO, municipal authorities (e.g., MODON), and client/consultant technical approval workflows.

Understanding of local market conditions, supply channels, and vendor resources.

Advantages:

Experience in major Saudi megaprojects such as NEOM, The Red Sea Project, or overseas EPC projects with Chinese contractors.

III. Skills & Competencies

1. Procurement Process Expertise

Proficient in end-to-end procurement:

Supplier sourcing ? RFQ/tendering ? Contract negotiation ? Order follow-up ? Inspection ? Logistics & customs clearance ? Payment ? Dispute handling

Able to review supplier qualifications (ISO/SASO), assess risks, and implement cost-control measures.

2. Material Approval Expertise

Familiar with Saudi material submittal and approval requirements, including:

Vendor qualification files

Manufacturer and product profiles

Technical files (MSDS, test reports, COO, CoC, etc.)

Historical approval records

Coordination of SASO compliance testing

Communication with consultants/clients to clarify specifications and expedite approval

IV. Language & Cultural Competence

1. Language Skills

Fluent English (capable of drafting technical and commercial correspondence).

Arabic communication required for dealing with local suppliers and government-related processes.

2. Cultural Adaptability

Understanding of Chinese corporate culture and ability to work in a top-down, fast-paced, results-oriented environment, including overtime when needed.
